Some people think that strict punishment for drivers' offenses could reduce traffic accident. Others, however, believe that some other measures should be taken to reduce traffic accident.

"Some people think that strict punishment for drivers' offenses could reduce traffic accident. Others, however, believes that some other measures should be taken to reduce traffic accident." Discuss both views and give your opinion. Do you think the benefits will outweigh the problems?"

While more and more automobiles brave through the city arteries of the new world, blood is occasionally drawn by tragic accidents. To remedy this, the authorities enact rules of engagement, if we may, and punish the deviants. Some say, such offending drivers should be punished severely and that may reduce traffic accidents. But I believe the correlation of crime and punishment can never fully effect road-safety and to achieve it we must adopt other ways.

Firstly one must understand the paradox – accidents are rarely results of willful malice. Often accidents are caused by errant commoners, which is only human, and while one must accept his liabilities he should not be punished for his mistakes as if he were a criminal. But, of course, violation of traffic rules is another proposition. It is potentially destructive and should be sternly thwarted. Also, strictly following traffic rules does reduce the chance of collisions. Conversely, drivers’ offense is only one factor along with numerous others that cause traffic accidents. So punishment for moving violations may not be proportional to road-safety. What may be more mathematically and practically beneficial are awareness campaigns for road safety. If people are told how they can keep themselves and others safe, if they are inspired to commute more responsibly, and compelled to drive defensively, road hazards can be completely relegated one day.

One should also ponder on the relationship of crime and punishment. Criminals have always been there, as were the rules for punishing them. It has long been evident that persecution alone can never rid the society of felons. So even murder, which is almost exclusively criminal, could not be stopped by punishment. Then how can reasonably naive traffic accidents be stopped by it?

The answer therefore is a sensitive balance of rules and awareness, of knowing what we may not and should not do. Safety on the road or elsewhere lies only in this balance and cannot be reached otherwise.

Some people think that the amount of money spent on libraties is a waste as new technologies are developing and replacing library functions.

"Some people think that the amount of money spent on libraries is a waste as new technologies are developing and replacing library functions."

Do you agree or disagree?"

Modern civilization owes a great deal to its libraries. For centuries libraries have collected and preserved books that document the knowledge, culture, and imagination of men. Mankind is indebted, but some say mankind is also over them. They say libraries have been functionally antiquated by information technology and it’s a waste spending money on them. I disagree.

Government should take responsilities to ensure free education up to higher secondary level.

"Government should take responsibilities to ensure free education up to higher secondary level. " To what extent do you agree or disagree the given statement?

There have always been arguments on how much the government should give its people. Amidst the extremely opposing opinions of socialism and capitalism lies the common agreement that whatever the government thinks about peripheral rights, basic needs of a civilian should be catered for. In today’s reality, education up to the higher secondary level has become basic, and, hence, should be sponsored by the government.

However clichéd “Education is the backbone of a nation” is, it is an impending truth yet to be realized by many countries of the world. But it is surely understood. With this knowledge when the helmsmen let the impoverished governed fail to pursue their own education, it is not much different from looking away from one’s self-destructing children. Without education, not mere literacy but a knowledgeable understanding of humanity and the universe earned at higher secondary school, the modern man is only set to wither.

Nowadays there is violence involving crazy football fans all over the world.

"Nowadays there is violence involving crazy football fans all over the world.

What are the main reasons behind this violence and what measures can be taken to reduce this problem? "

Over the last couple of centuries football has transpired as the one true global sport that all nations love and participate in. It is a game of skills, strength, spirit and exuberance. But sadly the rush of the game often oozes malice among the avid spectators who become violent. Still football is not to be blamed, because hooliganism is rooted not in the game but various social reasons beyond it.

Games and sports have always been a part of human history. People, from ancient times, have shed blood and sweat on the turf and used their wit and spite against each other for the pleasure of wining. Only, with time, the blood and spite has lessened. Now violence resides around the arena rather than in it. But, of course, the belligerence in and around the stadium is not an anomaly and is only consistent with the rest of the locale. As it is universally recognized, a mob, of football fans or others, is a disaster waiting to happen. Given the popularity of football, it attracts an enormous number of people with opposing views and, football crazy or not, such untamed gatherings often end in tragedy.

Number of aged people is increasing in some societies

"Number of aged people is increasing in some societies.

What will be the positive an negative impacts of such scenario on our society? "

Only the fortunate among us live long enough to become grey and wrinkled. And many die young. But with the advancement of medical science, life expectancy of the universal man is increasing, and, as time goes by, more and more of us will survive as senior citizens. Ironically, this general well-being of humans has its mixed impacts on the society.

Who would think that living longer could be a bad thing? But it can. Think about the world’s biggest and strongest economy, USA. Under their Social Security System old Americans receive post-retirement benefits. It is projected that by 2036, there will be so many senior citizens in USA that even this mighty country will not be able to pay and foster all of them. But before that, the Social Security System will have drained the Government’s tax funds for keeping up with the required expenses to sustain America’s oldest generation. This may capsize the US economy making the current recession appear as a mere hiccup. So while science will extend the lives people, economy will suffer, because although older people are living longer, their productivity is not increasing proportionately.
